I found something that worked!

I am showing what I followed from this link (only this part worked for me)

1) download ieetrans here
2) extract and get IEEEtrans.cls inside extracted folder
3) move it here :

sudo mv IEEEtran.cls /usr/share/texmf/tex/latex/

4) run texhash

sudo texhash
